Florida Gov. Rick Scott and Puerto Rico Gov. Ricardo Rosselló have both declared a state of emergency in their respective states in preparation for Hurricane Irma, which has been upgraded to a Category 4 storm.

According to the National Hurricane Center, Irma has strengthened to a Category 4 storm, with winds reaching 130 miles per hour as the East Coast braces for the hurricane.

This is the second major storm sending authorities in southeast states scrambling.
